Vision
Where we live affects our well-being. Phoenix Community Development Services (Phoenix CDS) is committed to helping our neighbors without homes find the safe, affordable housing they need to reach their full potential—and to making neighborhoods in our community places where people thrive.

A stable home is the key to health and wellness, safety and security, financial stability, self-sufficiency and independence. When individuals and families move from homelessness into housing, our community becomes stronger and healthier. Phoenix CDS is dedicated to helping those without homes find the safe, affordable housing they need to end their homelessness permanently.

Phoenix CDS serves Peoria, Tazewell, Woodford and Fulton counties with the following programs and services: 

Supportive Housing Services provide safe, affordable housing and onsite support services that empower residents to manage their disabling conditions, increase their independence and improve their quality of life. Providing a place to live is only the beginning. Phoenix CDS helps each family or individual build the skills they need to maintain their housing permanently. Supportive housing is the most cost-effective way to end homelessness and reduce its related costs including healthcare, unemployment, institutionalization and emergency services. With 173 units of housing for individuals, families and veterans, Phoenix CDS is the largest supportive housing provider in central Illinois.

The Homeless Outreach Program reaches out to homeless families and individuals where they congregate—both on the street and at other points of access—to help them find safe housing, meet daily living needs and access services to improve their well-being. The program addresses the immediate barriers to securing housing in order to minimize the amount of time people are homeless and the negative effects of being homeless. After housing placement, case management support and connection to community resources enable those housed to achieve long-term housing stability. 

Community Support Services assist people with disabilities who reside independently in the community (not in Phoenix CDS housing) to help them maintain their independence and achieve the highest level of self-sufficiency.

Housing & Community Development Services are dedicated to new supportive housing and affordable housing development and broad-based community development activities dedicated to making neighborhoods in our community places where people thrive.

Whether you give your time, donate goods and services, or make a financial contribution—your support will make an impact! Together we can make safe, decent and affordable housing a reality for EVERYONE in our community. 

  • Make a financial gift to support Phoenix CDS programs and services. Amplify the impact by making a planned gift or scheduling your gift to recur monthly, quarterly, or at any frequency you choose.
  • Share your knowledge and expertise as a member of the Board of Trustees.
  • Sponsor or help with the planning and implementation of a special event.
  • Organize a volunteer group to complete a one-time outdoor improvement project.
  • Hold a drive to collect non-perishable food items, personal care or household supplies for Phoenix CDS residents or our Homeless Outreach Team.
